In class, I’ve described the process that is typically used in software development organizations to estimate project costs: namely, that costs are not managed on an individual project basis. Instead, they are managed at the organizational level as a Resource Pool and assigned to projects as needed. What do you think are some of the pros and cons associated with this practice?
