He is giving Thomas Koch, an HR executive, with the task of selecting the best individuals for the new 25 middle management positions in APAC. The affected areas will include sales and marketing, purchasing, supply chain management, and finance and accounting, at different locations (Hong Kong, Jakarta, Melbourne, Shanghai, etc.). Thomas Koch works in Hong Kong in a cross-functional team, composed of people from Germany and China. He needs to balance the new personnel selection system so that it is specific to a particular country, but is also simultaneously valid for multiple countries. There are some issues within the cross-functional team about the selection system: the job requirements to be assessed of each applicant; the modules of the new selection system; and the implementation of the new selection system.
