The first reason is because of the economic situation that many immigrants endure. When the parents of the children are first generation immigrants, meaning they were born in another country and are new citizens who work in low paying jobs. With this how can people expect immigrant children to have all the social capital to go to bilingual schools?
The last reason is that the government do not support the bilingual education because of its cost. Many people complain about the cost of bilingual education and the cost of immigrants in general. Just to give everyone an idea there are over 50 languages that are spoken in the U.S and to provide for all the different languages would cost billions of dollars according to cnn.com.
