Minorities over representation in juveniles justice

This is what he want to read of our writing:

Why are there more minorities representation in Juvenile System more then white counterpart. Even though minorities representation are only 14% of the population and they represent more than 50% in Juvenile Justice system. When controlling for frequency and severity you still find a difference that minorities about 3x(times) more likely to be remanded to the system then white counterpart. Why?
