For Greece it is likely that the tax payments are to be concentrated in certain periods, to avoid this, you should change the frequency. Regarding the US deficit and the question on the line going back up at the beginning of the year for all the countries, you should use a lower frequency to avoid that. After having changed the frequency you will very likely be able to better compare the countries’ deficits.
