Introduce the author and the title of the article in the summary.
In your own words, briefly explain only the main points of the article as the author presents them. What is the authors thesis? (Hint: This is also their primary normative claim.)

Does the author adequately and accurately present the views and values of all stakeholders in the controversy, and balance the needs of competing stakeholders in his or her final recommendation (normative claim) ?
Explain why you agree or disagree with the authors normative conclusion. What normative conclusion would you draw? If you are unable to give a definitive answer, what further information would you need before you can decide whether you agree or disagree with the authors normative conclusion?
