China’s export quotas on rare earth elements: Should the world worry

 PAPER OUTLINE
The paper should have a logical flow to it, and make use of appropriate headings and
subheadings. You should follow the suggested format described below:
COVER PAGE (1 page). Your paper should include a cover sheet which is similar for
all students (see the MS-Word file “Cover Sheet” posted within the “Term
Paper/Case” icon). Do not show the page number on this sheet.
In case you have questions on how to start your page numbering on a different
page, these web pages will teach you how to do it:
https://word.mvps.org/FAQs/Formatting/NumberingFrontMatter.htm (for Word 2004
and earlier)
https://mu.edu/its/help/office/documents/word-pagenumbering.pdf (for Word 2007)
ABSTRACT (1 page). Abstract should not exceed 200 words and should summarize
the main points of your paper. Do not show the page number on this sheet.
TABLE OF CONTENTS (1 page). Do not show the page number on this sheet.
1. INTRODUCTION (1 page). Start page numbering at “1.”
In the Introduction you should:
• briefly define globalization, its types, aspects, importance, evolution, etc.;
• briefly describe a specific global phenomenon (that is, international trade in
rare earth materials) you are going to analyze in the paper (a detailed
description of the phenomenon under consideration should appear in the
Discussion part);
• carefully explain how this phenomenon fits into/relates to the process of
economic globalization, that is, whether it reflects globalization of
consumption, globalization of production and ownership, or globalization of
labor;
• describe how your paper is organized, that is, what you are going to discuss
in each of the following sections.
2. DISCUSSION/ANALYTICAL PART (3-8 pages). It is recommended that you
break this part into several sections (and sub-sections) with appropriate headings
(sub-headings). For example,
2.1. Rare earth elements, their availability and use
• What are rare earth elements/materials? What are their useful properties?
Where (that is, commercial and military applications) are they used?
• Where (in what countries) are the major known rare earth ore reserves
located? What countries are the largest suppliers of rare earth materials in
the international market? How does the US rank among the world largest
exporting nations? What has happened to the US rare earth material
supply chain since 1950? Why?
• What countries are the major buyers of rare earth materials in the
international market? How does the US rank among the world largest
importing nations?
• Describe the dynamics of US imports of rare earth materials over time
(say, the past 10 years) and provide sufficient data to support your claim:
What is the evidence of this process? Is it really happening? Does this
process intensify or weaken over time? Why?
3
2.2. China’s trade policy on rare earth materials and its recent
developments
• How did China acquire a world monopoly on the family of rare earth
materials?
• List different trade barriers China has been using on rare earth materials.
Provide actual examples.
• Focus on a dramatic cut in export quotas
on rare earth materials in July 2010. Describe the export quota, how
it is set and administered. Describe the recent cut. List the reasons China
cites as a justification for this cut. In addition to these “official” reasons,
do you think China has a secret agenda? If yes, can you think of any
reason(s)?
2.3. Potential impacts and implications of the recent Chinese export
quota cut
• Describe the recent dynamics of the rare earth material prices in the
international market. To what degree the recent change in prices may be
attributed to China’s decision to cut exports? Are there any other reasons
that may have contributed to the observed price dynamics?
• Describe at least 5 consequences that the recent cut in Chinese export
quotas on rare earth materials is likely to have on the Chinese economy,
Chinese producers and exporters of rare earth materials.
• Describe at least 5 consequences that the recent cut in Chinese export
quotas on rare earth materials is likely to have on the US economy,
American manufactures, workers, and consumers.
2.4. Rare earth materials: Heading for a global resource crunch?
• Analyze potential opportunities and threats that Chinese export
restrictions pose for businesses (both in the US and worldwide): How
should businesses respond to it?
• What strategies may be implemented to reduce the US’s (as well as the
world’s) dependency on Chinese rare earth materials?
• Should the US rebuild its rare earth material supply chain? What do you
think? Provide at least 3 arguments in favor and at least 3 arguments
against. What are the major difficulties the US may face in its attempt to
rebuild its rare earth material supply chain?
• What is the WTO position on export quotas? Should the US bring a formal
case to the WTO?
2. 5. Please provide a comprehensive demand and supply side analysis.
3. SUMMARY AND CONCLUSIONS (1 page). Your analysis should lead you to
reasonable conclusions.
REFERENCES/BIBLIOGRAPHY should include the references that you cite, but
also a listing of the material that contributed to your body of knowledge. Where did
you look for answers? If it helped you, please include a reference. Use of
information from outside sources that is not attributed will be considered
plagiarism. The consequences of academic dishonesty are discussed in the
Student Manual.
Reference/Bibliography section should give full information. Authors of articles and
books and material without specific authors or editors, such as government
4
documents, bulletins, or newspapers, are to be listed alphabetically. Include page
numbers only when appropriate. Consistency is more important than style.
Be sure to acknowledge the source of all information from outside sources either in
footnotes or in the text. In-text quotations must correspond exactly with the original
in wording, spelling, and punctuation. Page numbers must be given. Changes must
be indicated: use brackets to identify insertions; use ellipsis dots (…) to show
omissions. Also indicate where emphasis has been added. Only lengthy quotations
(more than 50 words) should be separated from the text; such quotations must be
double-spaced and indented at the left margin. References to authors in the text
must exactly match those in the Reference/Bibliography section.
APPENDICES. Here you should put your tables, graphics (such as bar charts, trend
lines, etc.) and any other important materials.
Tables must be designed to fit comfortably on a page. For tables, use the ‘create
table’ feature in MS-Word. Each table must have a title and be numbered
consecutively with Arabic numbers. Do not abbreviate in column headings, etc. For
example, spell out “percent”; do not use the percent sign. Place a zero in front of the
decimal point in all decimal fractions (i.e., 0.357, not .357). Each table should be no
more than 10 columns wide.
Figures should be supplied as high quality. Figures should be produced in black and
white. Tints and complex shading should be avoided. Figures must have a title and
be numbered consecutively with Arabic numbers.

managerial systems and operations

Produce a report for the Board of Directors that analyses the provided scenario, that:.(2500 words)

i.Explains the issues in operations management that are discussed in the scenario(LO2).

ii.Discusses the problems and opportunities(Supply chain issues, lean issues, change management, multiple IT systems) the organisation faces, and explain how the Risk Matrix and the WBS below will underpin project success and thus help create a better customer experience(LO1,LO2)

iii.Develop a Risk Matrix for the project to provide a Customer Relationship Management module as part of an integrated IT system.(LO2)

iv.Create a Work Breakdown Structure(WBS) diagram for the project to implement Customer Relationship Management as part of an integrated IT system (LO2)

Your work should draw on the concepts, systems and tools covered in the module and show evidence of academic and commercial research, note there are suggested formats in this brief .

Scenario

5IB002 Assignment Scenario. “ Challinor’s” is a small manufacturing enterprise(SME) in the West Midlands which manufactures actuators for the aerospace industry. While they had suffered during the recession they did keep trading. Because they had a good reputation in the aerospace industry(where quality is a major safety issue) they have been offered a contract with a major automobile manufacturer within the region. If this works well it will mean a major increase in business and overall profit and it will mean that they are able to supply within a much broader market to reduce their dependence on just one sector.

Their existing premises are near Birmingham (near Edgbaston) and have some capacity to increase floor-loading but not a lot if they carry on working in the way they have traditionally worked. The CEO organised a directors’ meeting to look at the possible options for them. The Logistics Director suggested that they use one of his managers, who had just completed an MBA in a local university, to facilitate the meeting.

From the meeting a SWOT analysis was developed as figure 1 as a starting point for a follow up session to try and develop the company’s strategy.

Strengths

Produce a quality product.

Have a good workforce of experienced engineers

Centre of the country.

Have space to develop the new contract

Weaknesses

Only work within Aerospace at the moment.

May over engineer products

We do not have an operations management based IT system to manage work flow, we only have manual systems.

Existing IT systems are standalone, for Finance/Pay, and Inventory and Logistics

If the new automobile contract works well that will use up all existing space in the factory, and already there is sign of the aerospace market increasing.

Opportunities

The new I40 manufacturing and innovation site near Telford has good road access to our main aerospace customers and the new automobile manufacturer.

There is EU money available to develop businesses within the West Midlands

Threats

If we cannot make the contract work it would weaken the company.

Increased traffic around the existing site is extending our lead times and associated costs.

If we relocate we cannot be sure that our workforce will want to move .

If we do not expand the business someone else is likely to expand into the market for us.

We cannot be sure about our existing market.

If we take out large loan from the bank they could interfere with the business or call the loan in.

If there was a general election the government might move out of the EU and grants might no longer be available in the UK .

At the next meeting the CEO explained that the automobile manufacturer had agreed to provide training to develop lean skills in the workforce. The local development board agreed to provide background information and videos to explain what is going on in the region for the workforce. The HR Director agreed to use one of his IT staff to outline the information needs for an integrated IT system, starting with understanding of the Information needed for a CRM module, and to suggest options about more up to-date approaches such as RFID technology.

The Operations Director has agreed to get her transport co-ordinator to provide a brief about the supply chain issues around the existing site and the option for moving to Telford, this should include a view of supplier and customer issues. She said the information would be provided as a table, and asked if the MBA graduate could write the broader discussion piece around it She also thought it would be useful if the lean training was provided to all staff, not just operations.

The CEO decided that the MBA graduate provided such a useful report after the last meeting that they should continue and produce a draft report for the next meeting to cover : the use of lean concepts in manufacturing and administration(service); how the key tools were used: what the relevance was for the board of directors; and what are the quality standards. He also asked the MBA graduate to develop a work breakdown structure and a risk matrix for a project for a CRM module as part of a report to discuss the feasibility of the project, and highlight the pros and cons involved.

Note from the Transport coordinator – 3PL is contacted out from us to deliver to customers. Suppliers use own transport to deliver to us. Infrastructure for the existing factory (facilities management, catering, cleaning , maintenance etc) assume will be provided by new contracts if moved to Telford so costs will be broadly the same. Costings should be based on £100 per vehicle run per 10 miles with an expectation of 100 runs per year overall. Sources of all information must be referenced (distances, times)

the layout needs to be like this:

Main report – Operations and project management reports
Title page
Contents page
Introduction
Background
Operations management Issues
Lean Techniques
SCM
Multiple IT systems
Project management
CRM module as part of an integrated IT system

Culture & Transformations

 Second Short Response Paper

Due during the week of April 18th (that is to say, due by April 22nd)

Hutchinson’s Nuer Dilemmas is in large part about the circulation of things, both tangible things like guns and cattle and less tangible substances like blood and pollution. Choose at least two things from the following list—money, cattle, blood, food, spears, and guns—and write a 2-to-4 page essay about their movement and meaning among the Nuer. Consider the following:

How does the circulation of objects affect relations among people (men vs. women, husbands vs. wives, young men vs. older men, killer vs. killed, and so forth)?
What meanings and values are attributed to these things?
How are things treated as equivalent or not equivalent by the Nuer? That is: can one thing (such as cash) be exchanged, completely or partially, for another or be converted into another (such as cattle)? Is one thing seen as (completely/partially) the same as another?
How have civil war, colonial rule, and other hardships and changes affected all of this?

There many ways to organize the essay, but one obvious way is to divide it into two sections, devoting each section to one thing and its relationship to people and other things. Alternatively, you could devote each section to a pair of things (money/cattle, blood/food, guns/spears). If you have enough to say and are willing to take the risk, you could devote the whole essay to one thing and its meanings and connections, or to one pair of things.

Is outsourcing of low paid jobs to developing countries for workers in such countries

 TITLE B
Is the outsourcing of low-paid jobs to developing countries a strictly positive development for workers in such countries? Clarify your position by reference to notable industrial relations incidents or economic developments from the last decade.

For both these essays you need to evaluate the information that you offer, in order to develop your points into a useful academic analysis. You will need to use clear examples and fully cited/referenced source materials to support your arguments within the areas you have chosen.

1. Make a full analysis of the title. This will help you to understand what you need to do and will ensure your outline answers the task effectively.

2. Hand in a clear outline for your essay. Your outline must be clearly organised into sections according to the demands of the essay title. Each section must have a clear heading, with notes indicating the kind of information you expect to put into each section, even though you have not carried out all of your research yet.

3. For your outline you should use at least 3 reputable and reliable sources to support the points you make (4 for Pre-Master’s). Remember to indicate which sources you will use for each section and to add a list of references (bibliography) at the end of your outline.

Once you have received feedback on your outline, you need to continue researching from both reputable and reliable web and paper-based sources. Find these source materials (a minimum of 6 for IFY/IY1 and a minimum of 10 for Pre-Masters) to support the points you wish to make. At least two of your chosen sources should be paper based books or journals.

4. Make sure you record the information you need from your reading for the list of references.

5. Write the assignment, making sure that all source material has been used safely and is appropriately referenced.

6. Your work should be word-processed and double-spaced. Please use “Arial” or “Times New Roman” font size 12. Use the word count facility on your PC, not including your title page or reference list.

The following advice will help you to produce a strong piece of work:
STRUCTURE:
Your work should be appropriately structured, with a clear introduction, well-organised main body and clear closing paragraph. When you have decided on the ideas you will use in your essay, consider very carefully the most logical order you will present them in. Clear ‘signposting’ should be used to make it easy for your reader to understand where you are and where you are going.
Do not use sub-titles: clear transitional language should lead your reader from one section to the next. The structure of the main body should follow the organisational statement (route map) you offer in your introduction.
TASK ACHIEVEMENT:
Your work must be complete and address all aspects of the title fully. You should show that you understand how to analyse the question in order to plan and develop a relevant and appropriate answer.
ACADEMIC CONTENT:
Remember that you are required to develop each point in an analytical/critical manner: engage your critical analysis and do not simply state facts. Also, the points YOU want to make must be supported with evidence from source materials wherever possible: this is academically researched work, not simple personal observation.
LANGUAGE:
The titles demand a range of language and structures associated with academic argument, perhaps associated with making useful comparisons, analysing causes and consequences, explaining change and development or expressing opinions and offering solutions.
You will need to check your work very carefully for academic style and sentence grammar, as well as word-form errors and use of appropriate sentence connectors. It must be easy to read your work without too many places where your meaning is unclear.
SOURCE MATERIAL:
Remember: sources should only be used to support the points that you make, and should not just be lifted and pasted into your work without clear connection with your points, or without appropriate acknowledgement. Use the formulae we study in class.
PRESENTATION:
Your work must be word-processed in “Arial” or “Times new Roman” size 12 font, double spaced and presented in a secure plastic folder (not a pocket), with the pages securely attached but NOT in individual pockets.
Your work must have a title page which contains the title in full, word count (not including the title page or list of references), date of submission, your name, course, and tutor’s name. Any graphs or tables should be included as appendices and NOT pasted into the main body of the text.
