Cooperation or Hegemony (POLSCI 410)

In order to write this paper- which must be five pages long and with proper references-you must first read the lectures and the assigned readings at the end of each lecture. I specifically ask you to read and analyse these two: First, chapter 1 in Friedan and Lake titled ” State Power and the Structure of International Trade. ” Second, chapter 5, in Ravenhill titled,” the Evolution of the Global Trade Regime.” Once you read these chapters-plus lectures and their assigned readings- you are required to write a paper on this topic: COOPERATION OR HEGEMONY. The idea is for you to use the subject of international trade-which we will cover much more in the future-to decide and argue whether the United States is necessarily a hegemon in international trade regimes or not. In other word, the idea of the paper is an extension of the topic posted for discussion; that is to say the role and the position of the United States within the international political economy. In the chapter in Friedan and Lake the position of the author is that without the domination by the United States there cannot exist a STABLE INTERNATIONAL TRADE REGIME. In the chapter in Ravenhill the argument is that it is COOPERATION AND NOT SINGLE COUNTRY DOMINATION THAT CREATES STABLE TRADING REGIMES.

The writing of the paper is intended to put you at the heart of the debate about international political economy. Once again the paper is not so much about trade that it is about the choice between two visions of the international political economy: one vision argues that the United States is the architect of the international trading regime-and other regimes; and therefore she is the hegemon and in her dominant role she MAITAINS THE STABILITY OF THE INTERNATIONAL REGIMES; WHETHER FINANCIAL OR TRADING; ETC.Another vision argues that there is no hegemon in the system at this time and there is no need for the such a dominant power as long as countries cooperate with each other. You must choose between these two visions and argue your choice; elaborate the reasons why you have chosen that particular vision; and utilize your texts for that purpose.
