A Coventry-based charity has received £120,000 from the National Lottery to establish a night shelter for homeless people. The night shelter is to be open every evening offering an evening meal, overnight accommodation and breakfast for up to 30 adults (male and female). In addition to meeting the immediate needs of homeless people, the night shelter aims to tackle some of the underlying causes of homelessness by helping users find employment and providing support for those with drug/alcohol addiction or mental and physical health problems. This support will be provided through partnership with specialist agencies.
Demand for facilities for homeless people in Coventry and neighbouring towns is high, owing to cut-backs in emergency accommodation provided by the city and district councils.
The charity has been given a suitable building for the shelter on the outskirts of Cheylesmore – a popular residential area. The building needs some refurbishment and also requires planning permission to reflect its change of use from a purely domestic residence. It is hoped to open the new facility in nine months’ time.
The budget agreed with the funder includes £20,000 for the refurbishment work, and £70,000 for staff costs, £25,000 for consumables (including food) for the first year of operation and £5,000 for marketing and publicity.
As an employee of the charity, you have been appointed as project manager to oversee the planning and opening of the night shelter. Your first task is to prepare an initiation document (1500 words), drawing on appropriate project management theory and frameworks, to present to the charity’s board of trustees for approval. The plan should consider the following aspects of the project:

• An initial assessment of risks and opportunities presented by the project and the response strategies proposed.
• An outline project plan (Gantt chart) showing the main tasks and significant milestones. The Gantt chart needs to show a minimum of 10 tasks.
There is no need for you to prepare an outline project budget, as this will be prepared by a colleague, based on the Gantt chart and budgetary estimates from building contractors.
