For the purpose of this assignment I created “Respite of HOPE, Housing Opportunities for Parents to Endure,” a daycare center for children with severe physical and/or cognitive disabilities. I also created the following mission and vision statements:
Mission: Respite of Hope provides short term, daytime rest to parents who need relief from the challenges that come with caring for a child with a severe disability; and, making it possible for children with disabilities to establish individual identities and enrich their own growth and development.
Vision: Helping preserve the family unit by decreasing the pressures that might lead to divorce, abuse and/or neglect.
This white paper will include an introduction to “Respite of HOPE.” It has to include a description of a problem ‘or’ issues that will be address by the development of the program. The paper must address the reasons that this is seen as a problem within a community. The paper should discuss solutions and alternatives. It should include the possible benefits and possible negative consequences of the action.
Introduction / Summary
It is a good idea to provide a summary at the beginning of the paper in order to have busy readers quickly grasp the main point.
Background / Problems
A white paper needs to provide readers with general background information of a particular issue in order to help them make their decision based on the understanding of facts. Show them enough evidence that you are an expert on the subject. Point out problems from your readers’ perspective. Make sure that you do not digress from the main subject; do not pose problems for which you cannot provide solutions.
Solution
After explaining the background and problems, propose your solution.

If you write a white paper for a commercial purpose, mention your products/services last to ensure that your readers read the whole paper. If you advertise before convincing your readers of the truths of your argument, they are more likely to be turned off.
