Change a law that not everyone would agree with. (A Controversial Law)

So this essay is for a first year seminar in college. Its a writing intensive class and my teacher is all over the place. He wants us to choose a “taboo topic” in that we propose a change in law. It can be anything but he wants it to be controversial. His example was he proposed to change the drinking age to 16 but under supervision of parents of parents and limited to beer and wine and then to change the driving age to 21 in order to prevent drinking and driving. So it can’t be on that topic but anything else is up for grabs. We need a thesis statement in the first paragraph. He wants three articles that are pro or help prove why this new law or action is good. One article that is con and against my proposition.
My professor doesn’t like passive voice and he’s against using common sayings. This essay is just offering a controversial law or anything and then to prove it in the following paragraphs and end with a “conclusion” paragraph.
