Protecting National Values in the Global Village

looking at the distribution of foreign popular cultures to nations across the world, it’s important to remember first and foremost that a film is not just a film. A Hollywood film, to use a specific example, is not just an entertainment product made by Americans. Because its makers come from a specific cultural context, almost invariably their work reflects those values. In an American film for example, rarely will anything but democracy be presented as a “just” ruling ideology, and values shared by Westerners are often treated with the utmost respect, if not a sense of righteousness. For western cultures, who tend to share these values, the broadcast of an American film is rather passé. For a culture where gender roles are viewed far differently, or religion and government are treated as one, the same film challenges centuries-old values. Herein lies the root of anti-globalization movements, as people fear that the presentation of alternative value systems might change their own cultures. We see a striking back against outside values in this week’s film, Persepolis, the “Infidel Brands” reading by Izberk-Bilgin, and Hunt’s broader survey of the consequences of globalization in the recent past. Anti-globalization arguments question the view that globalization is an inescapable force in the modern world sure to mix together values through the exchange of goods, travel, and so forth. As our readings move towards the present, we see more examples (which some of you will surely include with your final projects) of successful resistance to the global village. In the film Persepolis, what can Satrapi’s experiences in Iran illuminate about the effects of globalization on Iranian culture? How does branding shape perceptions of globalization within Third World cultures, especially for cultures and companies that have the greatest global reach?

Globalization of Kenya

This course is focused on a single final project, to be completed in stages throughout the semester. The project asks each student to choose a country from South America, Africa, the Middle East, or Asia (excluding Japan) and study the effects of globalization on its native popular culture since 1945. The final phase of the project involves the creation of a detailed PowerPoint. The PowerPoint should include, after your title slide, the following elements: A brief summary of the national popular culture(s) of your country of choice up to 1945. An explanation of major changes to the country’s popular culture(s) since that point, including clear analyses to reveal how those changes relate to globalization and its effects on national popular culture. You should use specific examples of popular culture here (including film, literature, etc). An exploration of examples of resistance to globalization, if applicable to your chosen country. An analysis on the current state of the country, including its place in the global village, the status of its national popular culture(s) (how much has it changed and retained its distinctiveness), and the extent to which you believe the country is or is not part of a more global popular culture today. The PowerPoint should be at least 10 slides long (not including the title page or bibliographic slide). You must prepare both slides and speaker notes. The notes should be at least 150 words per slide. You may narrate the slides in lieu of speaker notes, if you prefer. Please cite your evidence within the speaker notes (or otherwise indicate the sources in the speaker notes area if you narrate) and include a final slide dedicated to references.

Human Rights

To prepare for this discussion activity, read the assigned chapters in A Problem from Hell and, while doing so, think about the reasons the United States quietly sided with Iraq against Iran and the impact that had on American concern for human rights issues during the Iraqi campaign against the Kurds. Also, consider the problems created by the collapse of Yugoslavia in the early 1990s and the responses of the European nations, the international community, and the United States. In your first post, consider the human rights issues raised by Power regarding Iraq in the 1980s and in Bosnia in the 1990s. Given what you have read, do you think that the United States should have pursued these policies, or should the United States have done anything differently? If so, why? You may also want to comment about why the United States and its European allies were reluctant to intervene in the crisis in former Yugoslavia. You are free either to agree with the criticisms of American policy by Power or you can defend the actions taken. Part of your analysis should focus on what you consider the most important goals of American foreign policy in the 2 crises in Iraq and Bosnia.

Success or Failure

In preparation for this discussion activity, think about the policies pursued by President Reagan in dealing with the USSR and events leading to the end of the Cold War, confronting radicalism in Latin America, using covert operations, and handling crises in the Middle East. Also, consider the use of American military power in the Caribbean and Middle East. Do you think that the Reagan presidency was a success or failure in terms of foreign affairs? How would you rate it, overall? Support your evaluation with evidence from your reading and logical argument.
